So I managed to find the Drop CTRL keyboard at $40 in amazon warehouse as Used - Like New.
Is this a good deal? I’ve heard that it’s pretty horrible value for it’s msrp but at this price is it a great starter for a mech keyboard

Yes, the switches alone are about the price.
Tjwt said, the board itself is quite poor. Low profile RGB boards are not very desirable in the hobby ad well.
BUT; it is miles ahead of quite a few more expensive gamer oriented boards, or not having a mechanical board.
The price is a steal. You bought the switches and got a hotswap board, stabilizers and caps with it!
And not everybody cares to build a heavy fancy finish, niche mounting style exotic plate custom board for $1000+.
The only thing that matters is if it works and if you enjoy it.
