I’ve seen a lot of recommendations for the LA Girl white foundation. Manic panic also have a white mixer (Dreamtone something) that you add to other foundations to make them paler. Revolution also has a white foundation under their sfx line for cheap but I’ve not tried it. I like their beetlejuice white powder though.

A bit more expensive but I use the kryolan ultra foundation in TV white, which is like an off-white, slightly beige-toned white. There’s also a regular white-white, and a few other formulations of those shades in stick and liquid form. Being Black Friday soon you might find it cheap
