I went into Ulta looking for a glitter I could put overtop my non glitter eye shadows, they were no help. Is there a product like that? I’ve googled but I’m not sure which is the best option, any suggestions?

A budget option, Elf makes a liquid metallic eyeshadow.
Fenty Beauty Diamond Veil in How Many Carats?! is just beautiful, the formula is buttery smooth and it applies sooo well. It is a white/silver glitter and I use it daily, I got the mini set Diamond Bomb Baby 2.0 (with the lipgloss) here in Germany, but I’ve seen the same exact set at Ulta online some time ago.
Someone suggested the Rom&nd Glitter Garden Palette and I recommend it too!!! It can be a bit hard to spread at first, I can only use it with my fingers as the glitters have this adhesive within them (some more than others, there are chunkier glitters and very fine ones in this palette) but once you’ll get a hang of it they are just stunning. The palette has different glitter colors so these are great for different looks, too.
