For example, expensive mascara, foundation, etc…is it worth it to buy as a gift or will I be better off giving something else that may last a long time? I have no idea about make-up.

Buying makeup for someone is not a good idea for a gift unless you know exactly what they use or you are very good at picking out makeup.
