    KVD is known for having extremely pale shades although I’ve never personally tried any of their stuff. Smashbox also runs extremely pale, often brands don’t go light enough for me but Smashbox’s lightest neutral shade in their Hydra foundation was actually too light for me (although I hated the formula of that specific one but that’s a different issue). Revlon is actually one that’s got some solid options, the Illuminance Skin Caring Foundation in 105 Cream Ivory is a shade or two pale on me even at my palest (which is VERY pale) and is warm-leaning but fairly neutral, doesn’t turn aggressively pink or peach/orange which is nice. It doesn’t LOOK like it would be that pale in the bottle, or even when I pumped some out onto the back of my hand, but through some weird sorcery it is when blended on the face. I’ve also had good luck using concealers instead of foundations; they tend to be easier to find the right depth/tone for me. There’s some out there that really provide a good amount for the price and are pigmented enough that you don’t actually need to use much to get decent coverage over the whole face, although if you really want a full-face full-coverage it may not be practical.

    If worst really comes to worst, finding something that’s the right undertone and a shade or two too dark and then adding a white mixer is what saves a lot of ultra-pale folks, although I know it’s a pain to mix. I have an unusual undertone and almost always have to mix green into my base products to get them to match, it sucks but very very few products will match my undertone/saturation level without it, especially to get something that matches with a formula that also works on my skin. I draw the line at mixing multiples though - I’ll lighten the right undertone OR colour-correct a light-enough-but-wrong-undertone, but not both. If it’s too dark AND wildly off on the tone/saturation… I’m not keeping it. I’ve accepted having to compromise a little but I still have some boundaries, haha.
