There are no rules but theres a theory to it, like powders is last but if youre doing heavy eyes your face/foundation needs to be last. At the end you do what works for you.
If i wear foundation i do my face first as i want to have a blank canvas and stuff sticks to it better, but i also dont have much of fall out so concealer cleans it up. Then i conceal my face, most of the times i just do my eyes and lips and maybe a bit on my nose, i just use cream concealer in a pot. Then eyebrows because it gives me a better reference for the eyeshape, the eyes then lips. If i put lashes on ill do at the same time of my lips because im not going to be there blowing till the glue gets sticky. If im wearing foundation, i apply the powders last to have a notion of where they can go.
Well i have a mirror that amplifies, and i do my makeup really close to it, i do check the other side with the normal mirror because its pretty easy to mess up and do the eyes different, then i put my glasses on and see how it is. Also, from doing it so many times for so many years i have muscle memory, so i already know where it needs to go and i also feel with the brush.
